Im gonna put a bet a £1 bet on Ireland before the campaign starts for qualifying to win the tournament they have got to be at least 100/1
Penalties are the only way to ultimately stop the match, if the teams are tied.

and imagine what it would of been like in the first would cup if they drew in the final because to determine the result of the game they would have tossed a coin.
Yes, but the problem with not using penalties is that there is no easy alternative: Unlimited extra time untils someone scores would be fatiguing, and replays can disrupt schedules. It is not ideal, and is very cuel, but there is no real alternative.
