Press up and Y in FTM and it'll record you voice for 1.5seconds.
The microphone is used in Wario Ware and Feel the Magic, I think that's it so far. But both of them aren't for voice recognition, merely for blowing into the microphone to move objects on screen/blow out candles etc.
