Basically, go into your mobo settings (del or F2 at prompt etc.) and change the boot priority so the first boot device is the CD ROM.
Insert your Windows disc (I did this with XP Home, hopefully it's the same on all Windows OS's) and it should do either of two things - if it's a clean HDD, it'll boot straight into the disc's setup utility; if the HDD has an OS on it already, it will ask you to press any key to boot the CD.
Once in the Disc's setup, just choose install. After the Terms & Conditions bit, you'll be asked to select a partition. Again - one of two ways. If clean HDD, select the only option, Unpartitioned space; If an existing OS is on the drive, highlight the space that is in use and choose delete partition (this may be D, or L or something like that).
Now, once you have a totally unpartitioned Hard Drive, simply select that option and the setup utility will ask you how you want to format it. If the option of NTFS shows up, choose that - it's the better file system.
That should really be it - the rest is straightforward!
That is, of course, you wanted to format it for Windows :/
I would expect other systems to follow a similar method though.
If you are using any other operating system:
1 - Make a Startup/Boot Disk
2 - Pop it in and restart your computer
3 - Make sure your computer boots from floppy
4 - Select Start windows without CD-Rom Support
5 - At the command prompt type:
Format C:

You can't format it using Windows though, you need the recovery CD or a Windows CD and do it via the boot-up thing...
