As I was driving to college I saw a long row of traffic cones. However they were not cordoning of anything in particular they were just sitting there against the central reservation no roadworks or anything. this was about 11 in the morning so I would expect them to be out if they were working

Has anyone else noticed cones cordoning off nothing?

The only thing I can think of is that it must be cheaper for the council to store them on the road than in a warehouse.

If you saw the ground there was probably lines of chalk shaped out like a body.

No they were placed up against the central reservation on a grass verge.

the central reservation wasn't broken before you ask.
