Has anyone else noticed cones cordoning off nothing?
The only thing I can think of is that it must be cheaper for the council to store them on the road than in a warehouse.

The traffic cones are not cordoning off stale air I had to stop in the Layby opposite and the air was (fairly) Fresh
Again Its Probably just cheaper to store them on the road
