the game wouldn't have worked on a cartridge based format, and also the original Tomb Raider was released before the 64 that is EIDOS had released it onto the 64 the company would have lost money because so many people already owned or had played the TR game that not many would have brought it, also there is the small matter of the TR games being signed to the PS and GB not the 64.
