It's Freeola being very helpful. Just make a note of the number and you can use it to, say, set up a computer when you don't have all your user-names or passwords to hand.
When I bought my Mac I zipped all the document I wanted to keep and uploaded them to my web-space. When I plugged my Mac in I used the 'emergency internet' number, downloaded the ZIP file and then set up my usual connection. It was very handy.
Also, when I was at a mates house and he couldn't connect to Freeserve, I used the 'emergency internet' to connect and discovered that Freeserve was having problems at that time. Simple!
