Since installing Snow Leopard on one of my Macs, Mail is reporting some email accounts as being offline when checking for mail - about 13 different addresses. Immediately checking for mail a second time will show different accounts as being on / off line. There appears to be no logic or pattern to it.
I have noticed that Mail tries to connect to all accounts at the same time, whereas the on previous installation it appears to check a few accounts at a time, only moving onto the next when the previous has completed.
If there is a limit then this may explain the symptoms.

I'm certain that the issue is Mac Mail related but just need to gather all the facts together.
I have already raised the issue with Apple and am now going back to them with added information.
The previous incarnation of Mac Mail worked without any issues. It's the latest version, which has had Exchange Server support added, that is exhibiting the issue.
I have just synchronised all the email accounts on the Mac with the issue to another Mac that is running Leopard and the previous version of Mail. All the accounts, and more besides, were accessed normally with none being reported as not responding/offline. Also the Snow Leopard installation is a fresh install with no third party software on it.
I am following threads on the Apple discussion pages. I'm not the only person with the issue.

This said, I'm surprised that Mac Mail now connects to them all at the same time rather than sequentially. If this is a commonly encountered issue then I would imagine that it would be discussed on the Apple Forums etc.
Not using a Mac currently I cannot confirm if this is definately a case with Mac Mail in perticular, but it also doesn't appear to be an issue with our Mail Server, so is very likely something installed on your machine.
