What does it matter? If either of them hit Earth, we'd be dead.
Pick one? Fire. The ice has a better chance of dying out when entering the atmosphere (assuming the fire one is of solid composition and on fire, rather than a ball of flaming gas).

that's what happens when an atomic bomb goes off - the air is blasted outwards, then it instantly shoots back inwards to fill the vacuum.
If a fireball burned a hole in the atmosphere, the hole would almost instantly be replaced with the atmosphere surrounding it.
Unless it burned a hole in the atmosphere, leaving us at the mercy of the sun...

It would depend on what the fireball was made up of really. Ice is a solid object and would cause massive destruction. If the fireball was made up of mostly burning gas, it would cause far less devastation.
But perhaps the fire one would burn out before it got here while the ice on is more solid?
