Sounds like a brilliant idea (unless you do high mileage) - the fuel prices would increase not too much so that the tax money would still come in. Tax-dodgers cannot avoid it anymore as they will need to buy fuel (unless they go for the dodgy red-diesel) to keep their cars running.
Thing is though, is this true? I have only heard from word of mouth - nothing official yet. I have e-mailed DVLA to ask if they can shed any light on the idea.
