Use the right analog stick for extra accuracy. It helps a lot!
Go to City1 which is the area that has about 2/3 behind an engery field. Look at the big tower block and in the gap which is second from bottom you will see a spinning clinder shape. On the clinder there are white light type objects(White circles). Shoot these they should blow up, if you hit them right. Just make sure you have all the Sniper ammo as if you run out you will need to get some more and all the lights will be back and you'll have to shoot them all again.
