As pete has just commented, I think your friend must be away with the fairies - rest easy, be at ease, feel no threat to home land security....give them away with your blessing and wish them well in their new home :-)
RAM stands for random access memory, that means your card randomly accesses your computer and takes information. This could be anything from your credit card details to your porno stash.

In answer to the original question your mate is not correct (nor is Alfonse ! :O ).It is safe to give him RAM from your PC,it does not retain any personal information from the system it was removed from.
