Personally, I like #3, for going to the middle island armed with a HELL of alot of weapons, walking round finding LARGE groups of people to chuck molotov cocktails into their midst, therefore annoying the police forcing me to LEG it all the way to the ammo place where you can pick up the LARGE green truck. Then THUNDERING along the roads smacking ALL the cars out the way to the Casino where I proceed to stand on the roof shooting down helicopters down until the army come out ... where I usually get killed.
I love making my own rules.
I have to say, one thing I DO like about #3 over Vice City is the nice fog effect. I love a bit of fog me. Plus driving around to intense Drum And Bass is ALWAYS entertaining.

Maybe San Andreas/Sin City/whatever will have weather effects that include fog...
As for favourite things to do? Dunno really. There's loads of enjoyable bits, but they soon get boring.
In both this and Vice City, I used to spend hours finding the best siege points, i.e. places where you were safe from police gunfire, but had a vantage point to waste people from. Just stock up on guns and re-enact charles whitmans texas clock tower shinannigans.
In GTA3, there was the internet cafe, which was great, apart from escaping was tricky, there was another similar building further down the same street. The casino stairwell was also good, and somewhere on the second island there is a really tall building to snipe people from.
Vice City had many more places, plus you could invent your own via the use of a helicopter.
Doing the police missions was a lot of fun, chasing after people and blowing them up. I think my record was about 23 kills, which took quite a while. Aside from that, just running away from the police for as long as possible, while killing as many people as possible, was a laugh.

yeah, and driving around on a chopper in between spraying cop cars.
