I've seen it a couple of times - funny stuff. A tow truck, used to tow away illegally parked cars, was illegally parked, so they chained it to a post until someone gave them a ticket.
They had the police over and everything - huge crowd gathered around, cheering them on. Finally, after many traffic wardens simply walking past, they convinced one to give the tow truck a ticket, and they let them go.
