By freck chance I happened to be thinking the same thing earlier today, so I went to www.codejunkies.com and found out;
1)The newest version does with the new PS2 models
2)The newest version does not even require any memory card to use

the one I had didn't require a memory card, you just put the CD in each time you want to change the region.
