You can't get Dr B on TTT.....not on the Enlgish version at least.
I got the offical guide and the only mention Dr B gets is that you can knock him down in Tekken Bowl, you can also knock out the other people in the crowd. You pick a weak character (Lin or Jun) put no power behind the shot and curve it a lot.
I've also tied with the highest score on Tekken Bowl which put me in first place. After this i don't think you can get Dr B.

PSW, PSM2 and one other I think it was P2, all claim that all you have to do is get the top score as Flying Pig said. Its pretty hard though, I`m still 20something points short.

I don't think you can. There is a rumour that you can get him by getting the maximum score on Tekken Bowl, but I haven't heard of anyone winning him
