I suggest you read the hint... there are 52 cards in a pack, 13 of which are face down. So how many are face up? How do you split these into 2 equal piles...

Well there are 52 cards in a deck and if only 13 are face down then the vast majority are face up anyway. Maybe if he simply counted them out in to two equal piles then he would have two piles of 26. If you turn both these piles upside down then the vast majority are facing upwards anyway but I have no idea how to make the number equal.
