Okay so your modem isn't great and you have a high ping...WHO CARES...I average a terrible ping of about 756, I don't play on-line but just because I don't doesn't take away any of the fun of the games. Admittedly you can play other people connect up and have a ball. But most games nowadays have intelligent-ish A.I and can almost give you what people all around the world can!
3D graphics cards can be picked up anywhere, most you can get through an auction for about £50 but if you want to you can play safe, pay a bit more, and your laughing!
Your PC is probably more than able to accommodate the latest releases, don't worry! It can handle Mech 4, Unreal Tourney, you just need a graphics card. I know they aren't cheap and you may think at the time that you would be better off with 2 top £40 N64 or PS2 games BUT PC games are much cheaper and trust me if you take the step into the 3D world you won't regret it! Games look great, no more squares on your screen. Theme Park Inc. looks great, so does Mech 4.
There is loads of fun to be had with PC gaming, I am not just saying this, it is true. Ask anyone who has a good 3D card and they will tell you the graphics are great. You don't necessarily have to have the newest one around, and you will be able to pick a Voodoo 4 4500 up in an internet auction for under £80.
You, like I did, probably saw the graphics they have on the .TV gameshows, fantastic aren't they...yes and there is no reason for you not to have a similar experience! Games are Great, The graphics are great and it all adds to the gameplay. Trust me...You want in on this! Shop around if you are still unsure, but do yourself a favour...get a Graphics card!

Quake...but to name a few.
