Anyone know why WS-FTP always shows UTC on the file/directory timestamps?

Agreed - although its a bummer having not long renewed my 12 month SLA with them grrr. Typical lolll.

The answer is probably somewhere here. We prefer to use FileZilla as it's free and doesn't have a problem with file times.
