Or is it just a rubbish version of the GTA games. Is there weapons available in the game and what is the aim of the game - is it mission based like GTA3 and vice city?

I love this game, i would say its well worth the cash. The levels do start extreamely easy, but do get harder. There are no weapens but they are not strictly needed, this is a racing/checkpoint/platforming game.
The in-game jokes are class, the voices are the same as in cartoon, and i think u actually meet every character in the cartoon in the game.
the framerate is better than gta (ps2 version of hit and run) and the graphics are overall smoother.

Um it's ok, not excellent, but not crap.
