How about a 3rd person RPG/strategy game were you have to wander the streets and go down to the job seekers offices to sign on. The objective of the game is to see just how much money you can accumulate without doing 1 stitch of work. You can sign on under different names, have housing benefit sent to numerous adresses. Both Landlord and tax evasion would be major themes.
