Assuming you are referring to Double D, the character from Ed, Edd and Eddie, the NickToons show.
If this is the case I am unsure. I remember vaguely that he never removed it, except on rare occasions. Kind of like the "Kenny hood up" thing from South Park. Just a lot less popular.
As a side note too, please try and put more descriptive effort into your posts, as it will help people understand and in turn lead to more replies. It was only on the off chance that I used to watch a fair bit of Nick cartoons when I was babysitting/homeworking that I remember.
