A mixture of the two games would have been amazing. Imagine an FPS where you could walk around a town, hunting bounties and avoiding civilians, having to scan and be careful to take them alive. It would be great - you'd really care about the character's progression. If I die in Mace Griffin I start again, with no repurcussions on the rest of the game, which doth suck royally.
So it's difficult to single out one game as better than the other. They both have features which, if combined, would make a stunning game. I honestly thought that Mace griffin would be a bit more involving, but it's just cutscenes and level maps. Not saying it's rubbish - it's very good, nearly, nearly Halo on PS2, but it's just doing one thing for ages. The flying bits are crap though - they should have been kicked out during development.
