Right, I've recently written a few interesting Perl scripts, but I can only use them in DOS.
I've tried uploading the scripts to a cgi-bin, and in the HTML form putting the action as "cgi-bin/whatever.pl", only the actual filename.
The only problem is whenever I send the form it tries to download the file. It could be Netfirms, but I'm not sure.
Any ideas?

You can only use them in DOS? Does this mean it only works in DOS, and you're trying *NIX, or that you can't get them to work at all.
If you're using *NIX, the first line of the script will be something like #!/bin/perl and you'll need to do chmod +x filename to all of them.

This seems to be a server configuration error.
I tried both but neither work; still just try to download the file.
Check that the method for the submit button of the form is "POST" rather than "GET"
