A pizza delivery shop in Pennsylvannia, recieved an order to deliver some grub to a certain location.
When the poor man turned up he was abducted, had a bomb strapped to his body and was made to take a note into a bank and demand money.
When the police turned up at the bank, the unfortunate man was surrounded in the street by the authorities.
Begging for them to take the device off of him, the bomb squad never made it in time.
They say wer'e about ten years behind the yanks, that's hope not with this particular evil and strange form of crime.
Poor man.
That's why they couldn't get it off him - stell, four locks, and a combination lock...even if the bomb squad was there in time I don't seriously see how they could get that off him without using equipment that'd injure or kill the guy anyway.
I won't go into details.

I can picture the cops crouched behind their cars with their fingers in their ears.
What they should have done was kept up the perimeter but cut his handcuffs off so at least he had a choice. Then obviously if he'd run towards the perimeter they could have shot him, but he still had the option of trying to get the bomb off his neck instead of waiting for the bomb squad to turn up.
