Do you have to be 17 to drive and if so can you take your lessons on the run up to your 17th birthday so that when you do your final exam you'll have become 17 like the day before or something?

... unless you're registered disabled - then you can get one at 16.

Probably at a cardrome, if not then on private land. They wouldn't be able to do it. Even if they were/are doing it they probably will be caught by the police. At 16 and a half you cant even get your provisional so i dont no how it works.

You can't drive on a main public road unless you are 17.

Easy as that.

You can learn at a cardrome or something thought at any age, it's private land...

No you can't have lessons on public roads/property until you are 17. It is against the law to drive under the age of 17 on public property.

you can drive on private property at any age. I believe you can start driving a couple of months before you 17th but i cant guarantee it. I know people who have sat their tests on their birthday
