In Windows 9x you can use the DOS program fdisk. Run from a command prompt.

Well my bro is looking at adding a new hard drive to the PC, its 120gb and he wants to split partition it for music files, games and stuff like that.

Yep quick and Easy actually just made a Partition for my Games 20 Gig of dedicated HDD space.
Partition Magic is pretty good.
download.com will have loads of suitable programs for nothing
