Came up with an idea for making a movie/video or people saying a message for someones birthday.
I would like to be able to burn it on to a cd as a vcd or onto a DVD so that it would work in a DVD player.

Is that possible?
What kind of camera, software etc would I need to be able to do this?

Just need a digital video camera and some free software off download.com for editing and burning (or you could use a standard video camera and connect it upto your PC if you have a RF/SVHS input on your graphics card). Not a very detailed reply but that's about it.
