I've got my iframe set to transparent, so the scrollbar is transparent, it looks something like this:

But like you said, if that doesn't work, then add that code you just put. The end bit is what I need for the transparent scrollbars..

If you use scrolling="no" as I said, then the scrollbars will not appear at all, so it wouldn't matter if they were transparent or not, they wouldn't be there.

Eh?! You want to see the background through the frame ?
Simply put the i-frame into your main page, and then, inside the source of the i-frames page, set the background colour to transparent and don't use a background image on it.
I think that should work, but I hardly use i-frames anyway
