I want something to record footage which is easily transfered, preferably via USB, to PC for editing. Some quality would be nice too.

Also, it would be a bonus if the camcorder has available (though sold separately) underwater casing, for use during scuba expeditions...

It's an improved version of the camera I used to make those skateboarding videos. It holds nearly 3 times as much footage (9 mins-ish), but I don;t think the quality would be what you're after as it only does 320x240 for video. Check out some samples here:
