Do they have to be long winded hoo hars or is "I would like to apply for the so and so position please find my cv enclosed" (only making more sense and a little padded out) ok??

You want to make it appropriate - this is your chance to say why the stuff on your CV applies to the job you are applying for. Make it specific to the company/job role. Explain why you want that job, and which skills you have that you think apply to this job.
Its also a good opportunity to add a touch of grovelling.
Sometimes, threats and blackmail work too, but not always.
Its the only time you're allowed to get away with self praise and blatant pompousness, " as you can see from my CV i consider myself competently capable of carrying out the duties as advertised in the job description" etc...

yah as long as it doesnt make you sound desperate, id rather go for the "its your loss if you dont take me" approach

I find a couple of naked pictures usually helps, too.
