Do they have to be long winded hoo hars or is "I would like to apply for the so and so position please find my cv enclosed" (only making more sense and a little padded out) ok??

My mind has gone blank and any help/pre-written letters/templates would be greatly appreciated.

You want to make it appropriate - this is your chance to say why the stuff on your CV applies to the job you are applying for. Make it specific to the company/job role. Explain why you want that job, and which skills you have that you think apply to this job.
