Not too difficult ...

1. Install PHP
2. Install a web server (I use Abyss from www.aprelium.com - it has instructions on how to configure it for PHP). Also tell it the root directory for your webpages.
3. Save your pages with a .php extension in that directory
4. Start the web server
5. In your browser, use address http://127.0.0.1/mypage.php

I found OmniHTTPd to be excelent.

http://www.omnicron.ca/

PHP is compiled along site the server software, so it's one install and your done.

OK, I've installed Omnihttpd (I have actually done this before, but couldn't get it working then either). Now how do I make it so that I can use PHP files offline? Please.

You should just open the server, and type in http://localhost/file.php

Check which folder is regarded as the root (C:/Web site/ for example), and from their, PHP files will be executed as if they were online.

I wonder if I'll be able to do this, baring in mind that I have Microsoft Home Publishing on my PC, which saves all it's files with a .php extension. Microsoft Home Publishing is basically Microsoft Publisher, except with a more user-friendly interface.

Will it work?
