As far as I'me aware - like in Championship Manager - the 2 clubs have to have agreed a deal before any negotiations with the player can begin.
...Although, I'm sure I've seen it happen the other way around several times before?
But, if Liverpool and Leeds haven't agreed a deal - and at ONLY £7m, I can't blame them for not accepting! - then, the deal can not be going ahead.
It must either be someone else, or nothing's going to happen.

Latest news i heard is that Birmingham are in talks with Man Utd in a straight swap between Upson and Solskjaer... this deal totally depends on the 2 players both agreeing personal terms so its far from a done deal as yet.

Arsenal don't need another midfielder, and he isn't a patch on any of the ones we have anyway.
We need a keeper, at least two central defenders, and quality cover for Lauren and Cole.
We should have kept Luzhny and released Stepanovs, and we should never have sold Silvinho.
