Should work for the composite, haven't had many good experiences with budget TV cards, but that was for watching the TV - not capturing from an external source. Aswell as the fact that was a fair few years ago.
You might want to wait to see if anyone else has got any obvious suggestions I've missed though first.

You'd probably find refresh rates would put a nice big black bar over the TV.
I've just ordered a nebula DigiTV which not only is an excellent freeview TV that can record to your hard drive, pause live tv etc., but has a composite input as well, would be the sort of thing you'd need.
Of course, that cost £120, so there will be cheaper normal TV cards that will also have inputs. Not sure if it's worth getting a capture card on it's own as it might not be any cheaper.
