If you want to get all the islands on vice city you have to complete all the missions until an announcement comes on the radio saying the bridges are now open. As for the helicopters, you can steal the one of the police station roof in Downtown, the North side of the second island. Another helicopter is available when you buy the highman condo just West of ammunation on the same island. It is situated in a backalley, enter the door next to the save point for roof access. Other helicopters become available as you progress throughout the game but the best two are the hunter and sea sparrow, the hunter can be gained by completing all missions or finding all 100 packages. The sparrow can be found at the back of Diaz's mansion after you get 70 packages. Both are armed with a machine gun and the hunter is basically an Apache armed with rockets too.
