For animated ones, make each frame in a program like PaintShop Pro or something, then animate them using a GIF animator like GIF Construction Set Pro (http://mindworkshop.com)
For static ones, just draw an image in the shape of a banner and save it as a gif image.

Seems like a great company. But they are reaching the limit now, however they're apparently getting another server soon.
I don't think you need to worry about them slowing down. They're keeping a close eye on it, and will close the signups when it's full. Just about everyone on there has a forum, and it copes :-)
Don't forget to link back to the site it tells you to on your index page. I've seen loads of people get deleted because they didn't link.
Every host that gives you MySQL for free now is just being slaughtered by forums.
They should ban them, like Portland have.
Lycos allow them and they're slow as f**k!

Not exactly sure. It's something to do with permissions, from what I can gather by searching google. But I've managed to do without it so far.
Apparently, you need safe mode turned off to add skins in invision forums, but that's all I can find at the moment ;-)
I think if you ever need it turned off, the script you're doing will tell you. Like I got one the other day that printed "SAFE MODE DETECTED..." in which case you can just ask them to turn it off.
