I'm thinking in terms of first-person shoot em ups here. Looking in the 'options' section of any recent release (eg Quake 3, unreal Tournament) you see a huge amount of user-definable options. You look at the list

Weapon name, damage, blast radius, throwback, fire rate etc
further down....
gravity, running speed, turning speed
and further....
weapon respawn time, health respawn time
and so on.

Given also that level editors are becoming more and more common, how much more is there left in the game to change?

Essentially it's becoming almost inevitable that the only thing you won't soon be able to modify is the game engine.
Now supposing there were also a way to change the graphics of weapons and senery, and add your own - and you'll have what is really a different game.

Looking at a few games around, quake is set in an almost gothic setting, unreal is futuristic, but surely it wouldn't take much to be able to have both in one game.

Does the future hold a first person shoot em up which can mimic any other, the shoot em up to end them all?

Games are already customisable just there's barriers in the way.

To clarify: You should be able to make entirely new scenery (which can be functional) and new weapons.
The game would come with a selection of pre-defined styles etc to choose from, or create your own. Maybe you's want to create some sort of weapon which moves forward slowly, unaffected by gravity and bounces off wall instead of exploding, or maybe make one which will hit everything in a vertical line as it moves forwards, whatever.
