What it probably meant was that they've finally figured out a way to pop down to the chippy every day on expenses.

I would have been more interested in finding of what shade of Magenta the person responsible for organising the farsical research would go if he found out that at least half of the UK demand a valid reason for why he has performed those tests.
Or how long it would take him (or her) personally to pay it back!
