A man was recently arrested in America, and placed in one of those mental places.
One of the strongest rules about those mental places is that there must be at least one person in the building who can speak your languagae fluently.

Anyways, the man is claiming that he can only speak Klingon. Well, he isn't really claiming, they have no idea what he's saying.
So, anyway, the law of America requires the staff at this place to recruit someone who can speak fluent Klingon.
