If you only want to receive e-mails from people you know, in Hotmail it is really easy to do, because you just kind of redirect it to another folder if it is not from an address you know.

Go into Tool > Message Rules
Here you can set it up so certain mails who are addressed to/from set addresses or contain certain Subjects are moved to other Folders.
The best thing to do is set up a new Folder where you want all your known E-mails to go, and set up rules so when someone you know sends you an E-mail, it'll go in the new folder, everything else (Spam, Junk mail and all that) will just go into your standard inbox.
