Control Panel>Keyboard>Language that's what i had to do on win98 but dunno about winxp.
It's definitely there in XP. If you're still retarded by the time I get home I'll upload a screenshot for you.
Go to Control Panel -> Regional and Language Options -> Languages -> Options -> Details. If United Kingdom is not showing click the add button.

I don't know what version of windows you use, so it might not work, but in windows me (try it on other versions) if you go to start, help, then do a search for keyboard settings and then click on a result called "changing the way the keyboard responds" it has a link to keyboard properties. Click on it and it will bring up the same box as you would get through control panel.

Sometimes companys such as compaq remove these icons from the control panel but i think i know what your doing mate, you have to click the "show all" (or something similar on the right of the box and this will give yo more settings.
