But he can't do much without anything to rule over except smell and make loud noises. Maybe he'll just settle down and make frying pans out of scrap-metal to sell to the poor.

Yeah it's a pain in the &ss when we can't just carpet bomb everywhere....
Unfortunately, and moving back to reality, high tech detection is far inferior too good old human intelligence, as in a person on the ground giving the intel to us.
Unfortunately, once more, certain people, when in power in certain countries, saw fit to cut the budget of this sector of the their nations defences, so we pretty much have jack all right now, and then there is the added 'bonus' that inflitrating people into somewhere like Iraq is going to be hard.
Iraqi people giving us the intel is the best chance we have of getting any of the 50 remaining most wanted, oh, and Syria handing over those it knows it has would be handy too, lest we have to go fetch them ourselves.....
Same goes for Bin Laden, the people around him giving him away is our best chance of getting him.
One last thing though, maybe we cannot find Saddam because he was incinerated in the restaurant attack.....
