There's how to make F1 interesting right there - make them race to the moon. Just don't tell them in advance, have them bodge together a rocket Scrap Yard Challenge style out of bits and bobs in the pit. Never worry about the safety; one thing the world can never have too little of is F1 drivers (sure their kids will love the new foster daddies in time - hell, if he's evil it may make an interesting twist on the regular fairy tale plot devise).
Would probably be over quicker too, all bonuses as far as I can see. Send them some of Saddam's seized weaponry to use as propellants, that's killing two birds with one stone that is.
