In schoolhouse tycoon, you are basically a minister of education.you can choose anywhere in the world to work and depending where you were some factors would change, e.g. in britain you would have lots of funds but the childrens mood would be bad and you would have lots of news paper coverage, or in uganda you have eager happy children but no funds or newspapers.
You win the game by making every teacher, union, newspaper and child in your chosen country happy and getting a decent education. When you build the school you can build lots of different things like a swimming pool for the kids and papers or a teachers block/lounge. Different things happen as well like a teachers strike or child arsonists razing.It may sound hard, but that's the life of a schoolhouse tycoon

The Devil in Disguise – The Many Guises of Istvan Szabo's ‘Mephisto’
Montage Film Reviews freelancer Zoe Aiano MA has written a review of the film 'Mephisto' 1981 (dir. Istavn Szabo); in which she observes the motif of the Devil, and how it relates to the protagonist Hendrik Hӧfgen and the figure of the Nazi General. As the film takes on the structure of the Faustian legend, this is particularly significant in terms of Hӧfgen's self-perception and ideology.

It's not a bad basic idea, though I wouldn't bother with the diffent countries thing.
I'd run it in a similar way to Theme Hospital, with you hiring teachers, building classrooms. You could win levels by getting the kids decent exam results, by having good teachers, and making plenty of children enrol in the school.
You could build extras like the swimming pool, that's a good idea, and you could employ sadistic teachers that make the kids swim in the freezing cold!
