I'd run it in a similar way to Theme Hospital, with you hiring teachers, building classrooms. You could win levels by getting the kids decent exam results, by having good teachers, and making plenty of children enrol in the school.
You could build extras like the swimming pool, that's a good idea, and you could employ sadistic teachers that make the kids swim in the freezing cold!
