I know I am looking into the distance a bit (Well, a lot) but does anyone know when this game is set to be released in Europe and when SR will get it in their archive (Or if they have recently).

All I know of Resi 4 is that it delves deeper into the center of the Umbrella Corporation, and that Leon gets infected by some mysterious gas he encounters.

They're both out in both of those countries.
And yes I think they were both released at the same time - just they won't be here - there's going to be 1 month/2 months between, for some reason.

I beleive that the Umbrella branch in Paris that Claire gets captured in at the start of code Veronica is the same one Leon explores in Resi 4...

That's what I think they're up to... more involving Leon i'd expect bar that single radio contact.

Not on the SR Release Date list yet, but I expect they'll want it out before Christmas, so as to give them enough time to fix, change and make some new additions involving Resi 4.
