Basically I design my pages for 1024x768 resolution, when someone goes to my site I want it to resize & maximize so it would still be displayed in full even if someone was using 800x600 resolution.

It's possible but it involves using a popup window that's properly sized after detection of whether the current window is the right size.
And I don't really think that it's your best option.
Take CJH's advice and use CSS or tables with % proportion.

I think this maybe done better using Tables to lay it out, or even one better CSS Layers.
Instead of using length values of whole numbers, you would use % of the page, meaning whatever the screen site, the Browser would compensate for this.
