The weekend begins on the Friday:
Friday 1:00p.m - One Shot Qualifying
This will be the first action of the weekend. No one would have turned a wheel in anger. The team that makes the best setup guess will get the fastest time. You can then dot a few practise sessions between then and:
Saturday 1:00p.m - One Shot or One Hour qualifying (I couldn't decide)
The fastest car should then get the fastest time. The two times from the Friday and the Saturday will be added together and then halved giving us an aggregate time. The fastest aggregate time gets pole.
For example:
Webber's Jaguar gets the fastest time of 1m30s in the Friday session. He then manages 1m28s on the Saturday.
M Schumacher struggles with the car on Friday and gets a 1m32s. He then gets a 1m26s on Saturday.
1m30 + 1m28 halved is 1m29
1m32 + 1m26 halved is 1m29
Of course, you will have tenths of a second to go on as well but it could be pretty close. The luckisest gets the fastest time on Friday and the fastest gets the fastest time on Saturday.

I think that it'll make no difference how qualifying is done. The best racers will find themselves at the front of the pack by the end of the race, on most tracks.
I would personally like to get rid of qualifying, and the grid is the reverse of the previous races' finishing positions. I think that would give a much closer championship, and better racing. But that's just my view...
Drivers will get only one lap to set their qualifying time. Previously they were allowed 12 laps (including in and out laps) during the qualifying hour.
Under the new system, drivers will go out one by one and get the track to themselves so traffic will no longer be an excuse. Saturday’s running order will be determined by a similar session on Friday which does not count towards the grid. Friday’s order is decided by championship position, with the leader going out first.
