Fowler felt the club's directors were not showing enough faith in his fitness, and opted to return to Elland Road, citing a desire to prove himself to the Leeds fans.
But as uncertainty over Terry Venables' future as manager continues to grow, the England ace has apparently had a change of heart.
Fowler's agent George Scott dismissed reports of a fresh bid from City, but the player remained in the north while his colleagues travelled south to play Chelsea, and Scott admitted Leeds would still be willing to sell.
"As far as Robbie's concerned he's a Leeds United player and he has still got three-and-a-half years to run on his contract," said Scott.
"Whether he moves on from Leeds depends on where he wants to go and if anyone wants him. Leeds would consider an offer"
A Fowler move to City could play a major role in easing Venables' growing frustration in Yorkshire if it stops Jonathan Woodgate leaving the club.
Leeds are currently mulling over an offer from Newcastle for £10million-rated defender, and Venables has been far more vocal in his opposition to that move than he was at the time of Fowler's proposed transfer to City.
Kevin Keegan, meanwhile, would be delighted to land Fowler - since the original move fell through he has made unsuccessful inquiries about Portugal striker Pauleta.

He's only 27 for christs sake! 27 Is pretty much the age strikers are supposed to peak at, by rights he should be having the best form of his career. Admittedly, he isn't. Then again, he's never really done anything since his long term injury not so long after winning the Premiership young player of the year award (twice, 95 and 96). He's been on and off the pitch with ankle and knee ligament problems since, and hasn't really found his form again.
Shame really, he couldn've been a great striker.
