You have to freeze the fish with yoshi's juice, and then jump onto the platform it creates, and spray the next fish and so on.
I don't think that Super Mario Sunshine was a 'short crappy game'. It took me ages to find all those blue coins to reach 120 Shines.

Well, I'm enjoying it. Can't do that damn level in the ship place with Yoshi though, the last one. I can't bounce off the fishys.
Sunshine isn't short, neither is it crappy. It's quite an enjoybale game.
