basically all i want to do is have an index page that is a frame and 'cloaks' to my other website domain/hosting package, whilst retaining the new domain name in the address bar. if that makes sense?!

You could create a simple 'frames' page (let me know if you want a sample) that 'contains' your other site as you suggest and then connect to Freeola via their 0845 PAYG dialup connection to FTP the files - would only cost a few pence on the phone.
If you are really stuck then raise a Support ticket with the details and ask Freeola to set this up for you - I've recently read here that they did that for someone else asking a similar question to you.
Or if your content doesn't change often you could keep all the site on Freeola and update via dialup when required - this would be better for Search Engines etc. rather then using a 'framed' solution. Depends on the nature of your site.
You could also sign up for a Freeola's 'web freedom' package which gives you normal FTP access from any provider as another option.
NB. I'm connected via Freeola ADSL and have over 100 domains with Freeola and happy with the way things work.
