I need help with a new design for my website (located at www.centralvice.tk)

The design i have now kinda sucks, so i am looking for help with it, also i have some questions for you guys.

What clour scheme should i use?

Shoud i use layers and frames?

How do i get the scroll bar on the browser to change colour to blue or somthing?

Any help would be much appreciated.

This was the code ... I swiped it from BT's Site, so you will need to play about with the colours a bit.

Although, for some reason the colours don't show up on my browser anymore ... not sure why, but give this a go and see if it works.

Put this in between the and tags.

no u didnt the error on the index page is still their just look @ the bottom left corner of ie and double click the "!" to get info about it.

Thanks a bunch.

I have a new problem thats only just arisen, i have downloaded some forums form ivisionboard.com and i have got a host that supports mysql, php, css and cg1 but how do i upload them.

Anyone that helps can become a super admin if they wish on my forums.

Right if ur gona redesign the site i would suggest that u do use frames or iframes because you can then update your site with ease. also i recomend to every one that the best colour scheams tend to be ones that use only one colour like blue and then you use differant shades of it i.e. navy background (#000033) and light blue text (#6699FF) and for highlights use a gray colour (#555555). As for the coloured scroll bars go to (http://www.dyro.biz/download.html) and use Dyro web Scrollbars (freeware edition)because it makes light work of making coloured scrollbars.

That's doen with CSS or DHTML (I'm sure it's CSS), but I don't know the code off-hand, if I come across it I'll pop it in here.
